Summary — An AI data center succeeds or fails on power, not GPUs. Assessing land, grid and on-site generation separately causes permitting and schedules to fall out of alignment; assessing them together produces a project that can be executed without waiting in the grid queue. This is the developer's job at the earliest stage.
Gartner forecasts global data center electricity consumption growing about 26% in 2026[1], and the IEA projects demand more than doubling to approximately 945TWh by 2030 while noting that around 20% of planned projects face delay risk[2]. In Korea, grid connection queues in the Seoul metropolitan area are lengthening, and projects that have secured land but cannot obtain power are increasing. A data center site without a power plan is, in effect, an unfinished product.
Land determines permitting, community acceptance and utility connections; the grid determines how much capacity can be received and when; on-site generation (fuel cells and other distributed energy) offers an alternative that reduces grid dependence. Assess any one of them in isolation and the same failures recur — a site contracted before a negative grid determination, generation capacity that does not fit the site area, permitting sequences that tangle. That is why, in our Yeoju reference project, site rights, generation licensing and the power architecture concept are managed on a single schedule from the outset.
With Korea's Distributed Energy Act in force since 2024 and the first special zones designated in 2026, instruments such as direct power trading and streamlined grid impact assessment are now operating in practice. A developer who understands the framework can build a different business structure on the same site.
