Concept · Energy fabless A concept proposed by CAYNMARS
What is Energy Fabless?
Energy fabless is a business model in which the company does not own plant assets such as power stations or data centres. Instead it brings a project into being by interlocking the technical structure of power, carbon and operations with the business structure of site, permitting, offtake and finance, while foundry partners own, build and operate the assets.
Land, however, may be secured and held directly by CAYNMARS or the project company. We do not own the plant, but we start by securing site rights — the starting point of a project — which sets us apart from ordinary consulting or brokerage.
Origin of the concept"Energy fabless" is not an established industry term. It is a concept CAYNMARS proposed and defined in 2026, drawing on the fabless–foundry division of labour in semiconductors. Within the scope of our own research in October 2026, we found no business model of the same name in Korea or abroad.

01Model
Taking the semiconductor division of labour into energy infrastructure
In semiconductors, the fabless company designs the chip and the foundry owns the production equipment and makes it. In energy fabless, CAYNMARS brings the project into being and project companies and investors own the generation and data-centre assets. What the two share is the split between the side that makes it work and the side that owns and produces. The difference is that in energy the plant is owned by project companies and investors, while construction and operation sit with separate partners.

Why partnerWhy partners work with CAYNMARS rather than doing it alone
- Sites shaped by time
A site with a visible permitting path, gas and water supply commitments and local residents' consent is the product of time that capital alone cannot easily compress. AIDEC Yeoju 1 has all three.
- A framework for proof
We first define what must be tested, and in what order, to prove that fuel-cell power meets AI data-centre quality requirements — then fill it in through third-party verification.
- One interlocked structure
Power-carbon design, the three-party transaction structure, the tariff structure and the financial model interlock on the same basis, carrying through to the evidence lenders and investors review.
- A growing operating record
NEO OS is designed to keep power quality, settlement and carbon data in a single record. As the number of projects increases, the basis for comparison grows with them (preparing for field validation).
02Why now
Why this role is needed now
- Grid connections are slowing
Of data-centre grid impact assessments in the Seoul metropolitan area, only 10 of 522 applications were finally approved, and just 18.3% of transmission and substation projects were completed on schedule. Blockmedia Research 18 Sep 2026 · Electric Times 19 Oct 2026, as reported
- Regulation is turning on-site power into a condition
Under Korea's Distributed Energy Activation Act (in force June 2024), users of 10MW or more undergo grid impact assessment. In the US, FERC (June 2026) and PJM (August 2026, under review) are also reworking rules for connecting large loads.
- The tariff structure has changed
Korea's industrial (Eul) high-voltage tariff rose by about 76% between the pre-2022 level and 2025.
- Expertise is fragmented
Site, power, carbon and finance expertise sits with different companies. The place that ties them into one structure is empty — that is where this concept starts. Our assessment

04Comparison
How it differs from consulting, development companies and EPC
Energy fabless is broader than consulting, and parts ways with development companies that carry out the whole process themselves on asset ownership.
| Aspect | Consulting | Development company (whole process) | EPC | Energy fabless |
|---|---|---|---|---|
| Scope | Analysis and advice on a specific topic | The whole project, from site to completion and sale | Engineering, procurement, construction | Bringing site, power, carbon, offtake and finance into one structure and linking it to operating data |
| Asset ownership | None | Owns directly or sells | None | Plant: none — owned by project companies and investors · Land: may be secured and held directly |
| Output | Reports and opinions | Completed asset | Completed plant | A project package ready for investment and construction, plus an operating ledger |
| Responsible for | Content of advice | Full project profit and loss | Schedule, quality, construction period | Coherence of the structure and staged proof (determinations by third parties) |
| Involvement | Per engagement | Mainly the development period | Construction period | Stage by stage, from development to operation |
| Relationship with partners | Client | Hires or competes with partners | Contractor to the owner | Opens the structure so partners can own the assets |

Are there similar models?
Similar divisions of labour already exist: fabless and foundry in semiconductors, hotel management where the operator runs the brand and operations without owning the property, and asset-light data-centre power development models abroad.
However, within the scope of our research in October 2026, we found no case that defines, under the name "energy fabless", an approach that structures the power and carbon of AI data centres as one from the start while partners hold the assets. The concept is therefore not an industry standard term but a model proposed by CAYNMARS, and we are applying it to AIDEC Yeoju 1, now in development.
Power quality proof
Cutting carbon is not enough. The power must be of a quality a data centre can rely on.
CAYNMARS is pursuing objective proof, through third-party verification by a national research institute specialising in electrical engineering, of whether on-site fuel-cell power delivers the quality an AI data centre requires. Verification has three stages — design basis → formal third-party verification → commissioning measurement and certification — and we are in consultation with the institute ahead of stage 2 (target start Q4 2026).
RolesCAYNMARS builds the verification criteria into the design and prepares the test items and sequence; the verifying body makes its determination against objective criteria. Results and supporting documents will be shared under mutual NDA once verification is complete.
Power-Carbon Co-Design
A method that ties the power configuration and carbon treatment (capture, use, metering and settlement) into one design from the outset. We design not only where the power is made but also at what quality it is supplied.
If the power is fixed first and carbon treatment bolted on later, layout, metering and settlement rarely line up. Its components are what we are "designed around" — on-site power, low-carbon design and NEO OS — and its stages are design → verification (three stages) → operation and settlement.
Current statusAIDEC Yeoju 1 has carbon capture downstream of the fuel cells built into the design, the solidification technology has been confirmed, and we are preparing for field validation. The carbon accounting basis will be published after third-party verification.
